The next level is refurbished. At the bottom is used. New, of course, just means that it has not been used before, and is usually still factory sealed. Refurbished has been used but it has also been fine tuned, repaired, and updated to be as close to new as possible. Used is usually in the same condition that it was in when its previous owners finished with it. If you want the top quality, go with new. If you want the lowest price, go with used. If you want a good balance of price and quality, then refurbished might be the best choice for you to make, falling right in between the other two extremes.
